Private passports are issued to former members of the Grand National Assembly of Turkey, former Ministers, and state employees, as well as other public officials working in first, second, and third-degree positions or those who are employed on a contract basis, with their pension deductions made from these positions through the Turkish Republic Retirement Fund, except for those duties that require a diplomatic passport. These passports are issued when these individuals travel abroad for official duties or for personal purposes.

For members of the Banking Regulation and Supervision Agency and the Savings Deposit Insurance Fund Board, there is no requirement to be affiliated with the Turkish Republic Retirement Fund or for pension deductions to be made from these positions. Individuals who have retired or left their duties due to reasons such as resignation or retirement are also eligible for such passports.

Mayors of provinces and districts are issued private passports during their term of office. The spouses of individuals who are eligible for a private passport are also issued the same type of passport. In the case of death of an individual who is eligible for a private passport, if the surviving spouse has not remarried, they can also be issued the same type of passport.

Children of individuals who are eligible for private passports, even if they are of legal age but are unmarried, living with their parents, not employed, and continue their education, up to the age of 25, or those who are unmarried, unemployed, and permanently dependent due to physical, mental, or psychological disabilities, as documented by a health board report from an official health institution, are also eligible for a private passport.

In case of the death of the parent who is the eligible holder of the passport, children who are granted an orphan's pension (survivor's pension) are not considered employed and can be issued a private passport, provided they meet the other requirements mentioned above.

Service Passports are issued to individuals sent abroad on official duty by the government, local administrations, or municipalities, or those appointed to positions abroad, as well as to individuals working in international organizations of which the Republic of Turkey is a member, and to those assigned by the Turkish Aeronautical Association and the Turkish Red Crescent Society.

The spouses of individuals eligible to obtain a service passport, as well as their children who are unmarried, dependent, and under 25 years of age, even if they are of legal age but continue their education and are not married or employed, or children who, even if of legal age, live with them and are unmarried, unemployed, and are permanently dependent due to physical, mental, or psychological disabilities, as documented by a medical report from an official health institution, are also eligible for a service passport valid for the same period as the passport of the eligible individual.

Diplomatic passports are issued by the Ministry of Foreign Affairs and Turkish Embassies and Consulates abroad to Members of the Grand National Assembly of Turkey, Ministers who are not Members of the Grand National Assembly of Turkey, the Presidents of the Constitutional Court, Court of Cassation, Council of State, Military Court of Cassation, Military High Administrative Court, Dispute Resolution Court, Court of Accounts, the Chief of the General Staff, the Chief Public Prosecutor, generals, admirals, former presidents, former speakers of legislative assemblies, former prime ministers and foreign ministers, the Secretary-General of the Presidency, Undersecretaries of the Prime Ministry and ministries, the President of the Directorate of Religious Affairs, Governors, Mayors of Metropolitan Municipalities, those who have received the title of Ambassador, professional members of the Ministry of Foreign Affairs, high-level officials from the Secretary-General of the Presidency assigned on official duty, counselors, attachés, and deputies assigned at Turkish diplomatic missions abroad, as well as those sent on behalf of the government for international negotiations, treaty agreements, or international meetings, congresses, and conferences, and those sent to serve at permanent or temporary assignments in foreign countries or international organizations, as well as political envoys.

The spouses of individuals eligible to obtain a diplomatic passport or those who have received one, as long as their status or duty continues, their children who are unmarried, dependent, and under 25 years of age, even if they are of legal age but continue their education and are not married or employed, or children who, even if of legal age, live with them and are unmarried, unemployed, and are permanently dependent due to physical, mental, or psychological disabilities, as documented by a medical report from an official health institution, are also eligible for a diplomatic passport valid for the same period as the passport of the eligible individual. Diplomatic passports are exempt from any fees or taxes.
